Brief Description of Research Project |
The research project will provided a detailed survey of the history and effectiveness of commuter rail policy in the United States. It will examine the means by which commuter rail policy is locally modified and re-employed in subsequent commuter rail systems. Included in this survey will be federal, state and local policies, specific policy and financing initiatives from each commuter rail systems, and details of the right of way agreements between local/state governments and private class I rail companies (such as Norfolk Southern and CSX). This research will highlight policy and financing history of contemporary, post-war commuter rail projects from the first system in Miami, to the newest benchmark system in Salt Lake City, and on to commuter rail projects currently being established - such as Denver and Orlando. Including in this study will be the recent change in FTA ridership projections that are impacting the means by which commuter rail is being evaluating. |
